One row per supplier and GOD field: where the value comes from in the supplier's raw feed, or that the supplier doesn't send it. Proposals come from data — raw records paired with the GOD docs built from them — so you approve what the feed already does instead of reading normalizer code. Accepted rows feed the verdicts on Coverage Pivot. Accept never overwrites an existing row.
